Shear nuts are tamper-proof once fitted correctly. As the nut is tightened, the hexagon drive intentionally snaps off, leaving just the dome part, which is difficult to remove, offering a high-level of security. They are often used for installing fence panels, often in conjunction with saddle bolts.
